About Patrice

Patrice Schwarz Lockart, a lifelong Village of Colonie resident, is serving her fourth term representing the Albany County Legislature's 26th District. Lockart also proudly represents the Village of Colonie as a member of its Board of Trustees.

Legislator Lockart retired from the Colonie Police Departments after 34 years of service. She worked as the Victim Specialist for the Colonie Police Department and partnered extensively with various Town, County and State agencies to assist youth, families, elderly, and other vulnerable populations.

As a founder and current Advisory Board Member of the Colonie Youth Court, Lockart developed and implemented the very successful and cost-effective program that has become a statewide model and has garnered national and international attention.

Lockart is a graduate of Colonie Central High School and the State University of New York at Albany. She served on The Albany County Child Advocacy Center Policy and Planning Committee, was a member of the Multidisciplinary Team for investigations and prosecutions of child sexual abuse, and the Town of Colonie Senior Network Advisory Board. She served for 10 years on the NYS Juvenile Justice Advisory Board. Lockart also served as a consultant to the United States Department of Justice, is a past speaker for the National Youth Court Center and conducted training on issues related to sexual assault investigations and victimization, and elderly/elder abuse.

Patty has been the recipient of several recognitions, most notably the United States Department of Justice/US Attorney's Office Spirit of Justice Award and from the Colonie Police Benevolent Association for her work with and dedication to the community.

Patty is the immediate past chair of the Public Safety committee of the Albany County Legislature. She currently serves on the Social Services, Public Safety, and Conservation committees with past service on Law, Elder Care, and Nursing Home committees.
